Ocean currents have deposited vast amounts of sand & gravel over millions of years. The ocean receded millions of years later, and the sandy layers were combined with silica to create the Black Hand Sandstone. It was this layer that served as the foundation for the subsequent layers. These layers are like a sandwich: a hard layer on the top and bottom and a soft layer in the middle.
